First of all, your tank is way too small for two turtles- that is one big reason it is getting dirty too fast. The rule of thumb is about 10 gallons of swimming space per inch total of shell length.

For a great article on filters, try this link: http://www.austinsturtlepage.com/Care/waterquality.htm

The atman water filter I've used these for many years now and found them to be the best but be careful not to use a filter the moves the water to fast as turtles can get stuck in the flow and drown seek a pet store and ask for further advice or just use a corner filter with an air pump being on 5 gal that is the way i would go the only problem with them is that the turtles climb on them and pull the filter wool out I have watch my short necks eat it not good.
