I intend to develop an online Public Management (PM) course and desperately need freely accessible and/or downloadable/obtainable both text- and non textbook electronic format readings on a number of topics such as follows:
theories of public administration/bureaucracy,
new public mgmt,
public policy and policy analysis,
personnel mgmt,
e-gvt, financial mgmt,
public relations,
strategic mgmt, etc.
I searched web for free sources but to no avail...
Anybody could refer me in a targeted way to particular sites with open readings on these PM subjects?
Any other strategies to obtain these readings in file
formats ?
Would be appreciative of any expert's advice.

The biggest problem with this is the word "free." Honestly it may be quite difficult to come up with something that is free. The amount of things that you need makes it even more difficult.

If you are associated with a university you could possibly include articles from online journals for free. You could probably find quite a few articles there. If you are not associated with a university then you likely have to pay.
