.NET *is* the equivalent of Tomcat - or at least, ASP.NET is the equivalent, if you want to consider .NET to be the language equivalent of Java. ASP.NET has the native web controls and server side processing that are functionally very similar to servlets and JSP in Tomcat.

IIS is the equivalent of Apache, of course. .NET plugs in to IIS like Tomcat plugs in to Apache.
