Couple of days back a train was bombed with some liquid inflamables near Panipat, in India. Most of the dead and injured were from Pakistan travellers and also some Indians. The incident took place in Indian soil. Pakistani Foreign Minister first time in his carrier condemned the tragedy due to his nationals death. While it happened several times to Indians in India in various occasions. All those involvemed were identified by the Indian Security agencies as Pakistan supported terror gangs. But What will be the expected outcome of the enquiry?

Also Indian Government out of good gesture announced that the dead ones' families will be a awarded with a Million Indian Rupees losses to Pakistani travellers. But twice such an eent took place in Pakistan and a number of Indian passengers were found dead. Paksitani Government quitely returned the bodies to Indian consulate at Islamabad. Why India has to pay such a huge amount to the dead ones crime was sponsored by Pakistanis?

You posed a two-pronged question. One, who is to be punished and, next why India has to pay the culprit. Well, India has to apprehend the terror gangs which are allegedly Pakistanis and since India cannot put a stop to the killings, it is compensating the victims, regardless of nationalities, "out of good gesture" as you mentioned because the killings happen on its soil.
