how much hot air from an engine exhaust in PSI would take to create 1 PSI of cold compressed air in a turbocharger? and what would be the rpm of the impeller on hot side and on the cold side?

there has to be a way to measure the engine power being made to drive the turbo impeller.
can the exhaust air from an be measure in PSI
