You cant certainly refer to one culture as "best". It all depends on your point of view. I could never say my Latin American culture is better than someone's North American culture because "best" is a relative term. We all have different cultures, and not one is better than the other.
"Advanced" is another term that can be tricky in this case. I mean, there is not one more advanced society. There is not one culture that is better than the other. All of our societies have pluses and minuses.
