Try putting a smallish terracotta plant pot in his tank. He'll dig in the pot, which will file down his claws.

Wow, putting thinking cap on here, I mean it's hard cutting them with nail clippers, the little buggers are hard to hold, and you do not want to slip and hurt him, although I have heard of people using clippers on them with no problems. How about holding a fine grade piece of sandpaper or an emery board and move it gently across his nails one foot at a time? It should at least file down the sharp points.

get a sheet of sandpaper and put on the bottom of a shoebox. put the gerbil in the shoebox, and let him run around. this will file down his nails. you also need to be putting lots of wood in his cage, that might help too.
i would keep doing this sandpaper thing everyday for however long you would like, until his nails are looking ok.

best of luck!!
