There are several stages where gene expression can be regulated (for example: at the transcriptional level, the post-transcriptional level, translational level, post-translational level, etc).

There are some differences between regulation of gene expression in eukaryotic and prokaryotic systems at the transcriptional level such as the fact that prokaryotic transcription can sometimes depend heavily on the nutrients available to the cell whereas eukarytoic transcription is more complex and usually includes many transcription factors to proceed efficiently.

The major stages where the regulation differs between eukaryotes and prokaryotes is the post-transcriptional stage (no mRNA processing such as capping, splicing, and poly A tail addition) and the post-translational level -- prokaryotes do not modify their proteins (for example by phosphorylation).

I don't know about gene regulation but I can tell you that "eukaryotic" cells have a true nucleus and "prokaryotic" cells have no true nucleus.

That's my only insight.

Eukaryotic is plant cells and Prokaryotic is animal cells.
And a Prokaryotic gene has no cell wall and Eukaryotic genes do.

Cells that do not have a nucleus and other organelles with membranes around them are prokaryotic cells. Bacteria are examples of prokaryotic cells.

Eukaryotic cell has a nucleus and other organelles with membranes around them. Animal, plant, fungi and protista cells are eukaryotic.
