In the movie 'West Side Story,', what does the finger snapping represent? Is it supposed to be the gangs symbolizing their 'togetherness' or something? Or is it their way of calling their members together?

It is both of those things. In addition, it is symbolic of gunfire. Also, it is a 'command', wherein the leaders of the gangs indicate they are giving an order. During the period WSS was written, 'finger-popping' was quite cool and represented many things - mainly 'coolness'
