what is a reported and sactioned tournaments. Also give me tips on biulding a good deck

If you r looking for YuGiOh,Magic, or WoW it depends where u live, like i know of to places: One is a local tournment in Twin Lakes, WI and the other is a regional at Niles, IL which days are different cause there is a tournment usal every 2 or 3 months.
For a good deck there are Don Zaloogs, Monarchs, Treeborn Frog, Mirror Force, Dekoichi Locomotive, and Smashing Ground.
