Well, some reasons why he should have been the coach of the Steelers: he would keep the same system as Cowher (offense & defense styles), he knows the players and the players know him, he has obviously had success in the past few years, he is very creative when it comes to play calling, he is a strong leader (perhaps not quite as good a leader as Cowher though), and he won the Super Bowl being an offensive coord!!!.
Why he shouldn't have been: the Steelers had some poor games offensively this season , the Steelers may want a fresh start and a new system to begin a new era in the Steelers history, and to contradict the statement I made above he is maybe a little soft-spoken (that may not mean he isn't a good leader).

Unfortunately, we will never know for sure. I think Whisenhunt would have gotten the job if he did not take the Cardinals position. I obviously think he would've been the coach for several reasons. One, he already knew the personnel on the team and the coaching staff. He most probably would have hung onto most of the assistant coaches. He also knows the Steelers system so a transition would have been minimal. He seemed to get along with the Rooneys also, so there wouldn't have been any friction between them. I honestly think the only reason Whisenhunt took the Arizona job instead of waiting for the Steeler position is that he would have been under intense pressure in Pittsburgh and he felt more comfortable trying to improve a bad team instead of getting the Steelers back in the playoffs.

i think the biggest reason people wanted whisenhunt to get the job is because the city of pittsburgh likes consistency with their football team, and as many people said, whisenhunt was coaching alongside cowher and probably would have coached very similarly to cowher, and he's native to that city. whisenhunt was there when the won a SB.
On that note, it was pretty obvious after this past year that something needed to change. when you have a team with that much talent and go 8-8, mostly because of poor offensive play, improvements need to be made. obviously the rooneys didn't think whisenhunt was gonna lead this team in the direction they wanted to go, and they saw something in tomlin, personally i think they made the right decision.

That coaching staff won them a championship a couple years ago. They could have pretty much kept the whole staff intact by promoting from within. The players wanted it and stability is good for a football organization.
As far as those two individuals are concerned, I can't say who will make the better head coach, who was better for the Steelers, or how their interviews went. Presumably Rooney saw something in Tomlin that he thought put him a level above Wisenhunt or Russ Grimm. Considering the organization's track record, that's a good enough reason for me.

Ken knows the offense and runs alot of stuff Cowher does. But if Tomlin doesn't do so hot. Look to Dick Lebeau to get some time in.

Rooneys that the Cardinals offered him the head coaching job.

Steeler front office individual who told me this in confidence .
