LA does not officially have a team now. But, they have been inquiring the past several into getting one. LA has been attempting to attract a team back since the Raiders and the Rams left.
What is likely to happen is for someone like the Raiders to move back to LA or another team to move there. Yet, it is possible fro an expansion to be placed in LA. If that is going to happen the NFL will find another city that wants an expansion team an make it a nice round even 34. With 17 teams in each conference.

With all the new stadiums built and several more ready to go, are the Chargers and the Raiders the only NFL teams that could relocate? The league and all the teams are in great shape financially. I would prefer the NFL stay with 32 teams in four-team divisions, but something tells me in another four years, they are going to start expanding again by adding two expansion teams at a time.
The league would surely prefer LA get an expansion team lining the pockets of the owners rather than relocating an existing team.

Never, the NFL atmosphere is not the same as the NBA and football stadiums aren't good for the same type of celebrity recognition. Ticket prices would have to be high to support an LA team, but many fans in LA wouldn't pay them. LA has such a transient/immigrant (from other nations as well as other parts of the US) population that there is not enough "home team" loyalty. Finally, the NFL might not really want a team there, because if they do not sell out their games, the NFL loses the TV market for that area due to blackouts.

As much as it pains me to say, probably not for a long time. There's nowhere for them to play now and no plans to build a new stadium anywhere. Rosebowl is a dump, Coliseum maybe but it would have to undergo crazy renovations. And I heard that USC isn't too keen on that idea as it would greatly reduce the amount of seats in that stadium, and most of the USC season ticket holders would lose their seats.
It would also require that a team relocates. There is no way the NFL will further dilute the talent pool by making more than 32 teams. It would also make the schedule wacky, like when there were 31 teams. (ie..teams getting byes in the first and last weeks)
The LA NFL situation looks hopeless...however Arnold doesn't want just one team in LA, he wants TWO teams.

I don't believe they should get a team.
They had two teams already, and lost them both legally through the NFL's policies.
I feel that if a team is unfairly taken from its original home (ex. Baltimore, Cleveland), then they should be given a team once again. However, if a team leaves a city that practically abandoned it (L.A., Houston, Miami (they had a team called the Seahawks, but lack of popularity led to them moving to Baltimore and becoming the Colts)), then they should not get another team.
L.A. had two chances and blew them both. The NFL is doing quite well with their current set-up, so there is no need to bring L.A. into the mix for quite some time (if ever).

The only way that LA gets a team is if another team relocates there. The NFL will not be expanding beyond 32 teams anytime soon.
That said, there is a chance that the San Diego Chargers could move 120 hours north into the LA area if they cannot resolve their stadium requirements with the local government.

Both the Rams and Raiders left L.A. because of lack of fan and civic support. Why do people feel that L.A. "deserves" an NFL team?

the 49ers were thinking about moving to santa clara...the only way they'll get a team is by someone moving there, which probably won't happen for at least 5-10 years

The 49ers (i heard, or interperate) were thinking about moving their stadium within cali (but I don't know where to)
The Saints owner wanted to move them there, but now, with high sales, he probably won't
If the Raiders stay bad, then they might (no sources on any of these)
