DO NOT MOVE THERE.
I live in Youngstown (Liberty Township to be exact) and from what I hear, Warren still has a lot of racial issues stemming from its inability to acknowledge the facts-blacks and whites don't get along in the city of Warren.
Still, I'd avoid Warren, Niles, Newton Falls, and Champion. The first two because of their racial issues and the last two because they do not like appreciate races other than their own (white).

I live in a suburb of Toronto that's about 90% white, but the rest is pretty evenly distributed amongst races. I went a university also not far from Toronto which was very mixed and at least in my faculty no race was a majority. I used to live in South Carolina which had a lot of both whites and blacks but few Asians (which is what I am).
