bandwidth, its where its reached its limit, for viewed or download, its where they set an amount for times it can be viewed if the picture is 1 mb & the bandwidth limit for the pictures are 100 mb that photo can be viewed 100 times before it reached its limit

bandwidth is how much room is available on the highway to the website. When it is execeeded, you are at rush hour. it's best to wait a few minutes or use the site at less congested times.
If it refers to something you have hosted there, then you are way too popular and they cut you off to conserve bandwidth for others. make sure your image is only being used by you, a quick way to fix if others are "hot-linking" is to rename the file
