When they voted for it, which wont happen. They get all the benifits of citizenry, with no taxes. Why would they want to be a state.

Puerto Rico Is a territory not a state, They pay taxes but The money stays there, They are American citizens but there territory has no national vote as all but the first 13 states had from the begining each state except the first 13 were at some time a tereritory

As far as I know they have voted on becoming the 51st state,but its always been voted down.

its not the 51st state... its just a saying... and it happened shortly after the cuban missile crisis, when the US came in and practically to over... if I am to beleive correctly... purto rico is a subsidary to the US

It hasn't. It's a dominion. Peurto Ricans are US citizens but have no representation in Congress & they can't vote for president.
