Yes ferrets make a sort of chuckling sound when they are happy. I had a ferret several years ago and he loved playing. His favorite toy was a mix of plastic and paper bags thrown on the floor. He would jump from one bag to another chuckling the entire time. I also had 2 ferrets a few years ago that hardly ever chuckled. The only difference in the way each ferret was kept is the first one had the run of the house and was never in a cage. The second set of ferrets were kept in a cage for their protection as I had several other pets and kids.

Hissing- A hissing ferret can be an unhappy or angry ferret. Always use caution in trying to pick up a ferret who is backing away and hissing. You could get bitten. Ferrets usually hiss to show fear or anger. However, ferrets can sometimes hiss when engaging in play with one another. If your ferret hisses while displaying an arched back and "bristled" fur, just speak softly to your ferret and leave your ferret alone. He or she is not a happy ferret and could bite. Only pick up your ferret after he or she has calmed down.

Some do, some don't.
My females hardly made any noises for the first year and a half of their lives, except for the occasional dooking noise while playing. Now that they are living with two males they hiss and squeal and dook every day. My males are much more vocal than the females though. My oldest male, a dark eyed white named Ferret Bueller, will casually stroll along just dooking to himself. He looks like a mumbling old man when he does it. My oldest female, Vicky, will attack my youngest male Bart and then start sqealing loudly, knowing that it'll make me think he's being mean to her. I used to grab him and discipline him until I caught on. She learned that after having surgery and I was being a bit over protective, lol.
Yours may just become more vocal once it's a bit older or if you add another fert.

Well, do you make noise in front of your ferret? Maybe he just needs to be coaxed. Ask it about itself - everyone likes to talk about themselves, so that might do the trick.
Seriously, just phone your vet, leave your question as a message, and ask for a callback. Can't believe your vet won't do you that courtesy.

I have 8 fuzzies and all make noice. Most only make noice when playing with other ferrets are they are very excited about something. Caska however makes noice when we play with her. So it all depends on the ferret.

They're pretty quiet unless they're hurting. Most of the time, if any noise, I call it purring though it's slightly more vocal than a cat.
