I would say the state university system in California, any campus.

Any University with a strong, accredited Theatre and/or Musical Theatre program will help you.
I lived in Texas, in the middle of nowhere and watched many graduates from Sam Houston State move on to B'way shows and national touring companies almost immediately upon graduating. One replaced a B'way lead 2 weeks before she was supposed to graduate!

Carnegie Mellon and Yale have killer (ivy league) theatre programs. University of Oklahoma and Ball State University in Indiana are state colleges with reknowned programs that won't leave you in so much student loan debt.
