The ancient Greeks and Romans were fascinated by the fair hair of the Celts and the Nordic peoples and wished to emulate their red and flaxen tresses. People in the Mediterranean area often bleached their hair or bought wigs made from the hair of enslaved Germanic and Celtic peoples, and most notably the highest-ranking courtesans. Due to this association of red and fair hair with harlots, light hair earned a degree of contempt from the high-ranking ladies of society. In Medieval Europe, the upper classes tended to be darker haired than the peasantry, likely due to the period tendency to marry within one's own class and the fact that lower class people were far more exposed to sunlight. Blonde hair was, at this time, often associated with commoners, who were ostensibly deemed less intelligent.
Then again, the 1925 Anita Loos novel Gentlemen Prefer Blondes: The Illuminating Diary of a Professional Lady (later used as source for a film by the same name starring Marilyn Monroe) featured the character Lorelei Lee, a beautiful but empty-headed singer.

I believe that it was Hollywood movie studios that started the "dumb blonde" stereotype in the 1950s. Why? Hitler believed that blue-eyed blondes would be the master race. And, as most Hollywood film companies were owned by Jews then, what better way to discredit the ideals of their most hated enemy by trashing his Aryan theories and making fun of them?

There is no evidence that any one person came to the conclusion that blondes are stupid. Hollywood is mainly at fault for promoting the idea of the dizzy blonde. Nowdays it is often blondes themselves who play on our preconceived idea that they are stupid to make us look more stupid than we are.

A blonde woman was speeding down the road in her little red sports car and was pulled over by a woman police officer, who was also a blonde.
The cop asked to see the blonde's driver's license.
She dug through her purse and was getting progressively more agitated.
"What does it look like?" she finally asked.
The policewoman replied, "It's square and it has your picture on it."
The driver finally found a square mirror, looked at it and handed it to the policewoman. "Here it is," she said.

people think that blonde's are dim is because blonde's tend to be more beautiful and often get made as models while other people who have darker hair tend to get more technical jobs as they are not a big hit 4 fashion
