New York, but thanks to our taxes, we're losing ground quickly.

New York, with 29. Number of Representatives is based on population, and New York is the third most populous state, behind California (admitted 1850) and Texas (1845).

Well since congressional representation in the House is based on population, I'd have to guess New York!
