No, and if it does, it is sick. Are you keeping the water temp. right? What about basking temp/areas? Does it have the proper vitamins and foods? It may also have an infection. It is not normal. If you keep the turtle in a tank with water-If the turtle keeps it's eyes closed just when in the water, then the condition of the water is irritating it. It could be too warm if you use heated water, or you have a chemical or biological irritant in the water. The pH may need to be adjusted, you may need filtration and treatment to remove tap water chemicals and turtle waste. If you don't have filtration then you will have to frequently change it's water and treat it with the proper chemicals, or use filtered or distilled water. See an aquatics and/or reptile specialist at your local Petco for assistance in setting up proper tank conditions.
If the turtle keeps it's eyes closed even when out of the water for a good while then it may have an eye infection, debris in the eye, a vitamin A deficiency and/or respiratory infection. You should put the turtle in a tub full of lukewarm water from a different water source than what you are using and see if it still closes it's eyes.

If it has labored breathing or you see bubbles coming from it's nostrils then you should suspect a respiratory infection and get it to a reptile vet now as these infections can kill turtles quickly. Turtles swim with their eyes open. Closed eyes are a sign of eye infection.

No, ive experienced the same thing. it means your turtle is sick, the conditions that could have led to swollen, puffy, or cloudy eyes could have been from bad water conditions. to cure this swollen eyes you must check your water daily and over time they will stop swelling.

no. they could swim right into predator's mouth if they swim with their eyes closed. my baby turtle swims with eyes open....

no they live under water perfectly fine there is no reason for that to happen !! there might be something in your water like some chemicals !!! you should check your PH and AMMONIA!!
