One thing is the video card. However, that is not the only thing.
Other factors include:
The type of monitor your have (lcd, picture tube, plasma, etc)
the resolution of the monitor
the refresh rate of the monitor
the number of colors the monitor is able to reproduce
the method of connecting your monitor to your video card (digital vs analog)
The amount of memory on your video card
The amount of memory on your computer
The speed of your CPU
The ability of your operating system or program to use the special features of the video card.
Connection typ of video card (pcie? agp?)
The number of video cards on system running in parallel.
Speed of video card.
number of bits card is able to process at once.
This list is not exhaustive but gives you an idea.

Video card, the resolution your screen or monitor can handle(new monitors function in higher resolution 1600x1000 vs. 1200 x 800), your settings(you can jack up the resolution in Windows settings if you want and your monitor can support your modification)
