The President pro tempore is an office of the Senate mandated by Article I, section 3 of the Constitution. Although in some ways equivalent to the Speaker of the House of Rep-resentatives, the powers of the President pro tempore are far more limited.

The president pro tempore of the United States Senate is the second-highest-ranking official of the Senate and the highest-ranking senator. The Vice President of the United States is the President of the Senate ex officio, and thus is the highest-ranking member of the Senate; during his absence, the President pro tempore presides over the Senate. The President pro tempore is elected by the Senate; by custom, he or she is typically the most senior senator in the majority party. Normally, neither the Vice President of the United States nor the President pro tempore presides; instead, the duty is generally delegated to other senators in the majority party. The President pro tempore, after the House of Representatives' Speaker of the House, is third in line of succession to the Presidency.

The current President pro tempore of the Senate is Robert Byrd (D-West Virginia). He replaced Ted Stevens (R-Alaska), who held the office from January 3, 2003 to January 3, 2007.

The salary of the President pro tempore for 2006 is $183,500, equal to that of the Majority Leader and Minority Leader of both Houses of Congress. All other Senators currently earn a salary of $165,200.

Speaker of the House does. He is higher up the succession chain and has more power to guide legislation through the House. The rules of the Senate are much different than the House, giving each Senator the right to introduce legislation, as well as giving the minority stronger rights as far as extending debates (cloture rule).

The President pro Tempore simply resides in the chair when the President of the Senate, the VP, is not there. More power resides with the Majority Leader than the President pro Tempore, which typically goes to the most senior member of the majority party in the Senate.

The vice-president is the President of the Senate he is the old ball out in the senate and basically runs the sessions but doesn't get a vote unless there is a tie. The president pro tempore is the person who presides over the senate when the vice-president is unavailable. The speaker of the house is basically the same as the president of the senate only that position is filled by a senior member of the party that is in control of the house of representatives.

The President Pro Tempore of the Senate has more power because the senate is technically higher than the Congress since the former approves laws that concerns the national government unlike the House of Representatives where the jurisdiction is limited.

The Speaker of the House BUT only because the House only requires a majority to win legislation. The Senate, requiring 60+ votes to pass most legislation, handicaps the Senate's majority leader.

As far as the pro tempore of the Senate, that is currently Robert Byrd of W. Va and he is really just a figurehead with no real power.

The speaker of the House has the power to control the agenda in the house. The President Pro Tempore is mostly a figurehead.

Speaker of the House is waaay more powerful. They control the agenda and can control the members of the House as well (depending on how centralized the power is). They are also closer in line to the Presidency. Power is much more decentralized in the Senate due the Seniority and respect of the other Senators.
