West Virginia was (believe me, I had a year of WV history).
West Virginia entered the Union on June 20, 1863 as a slave state (the Emancipation Proclamation did not affect slaves in Union territories, only in the Confederacy). When Virginia seceded, the western counties of the state decided not to and formed the Reorganized Government of Virginia, which eventually gave permission for the counties that now are West Virginia to apply to the federal government for permission to enter the Union as a separate state.
Slavery was not outlawed throughout the country until the passage of the Thirteenth Amendment in 1865.

Missouri. it was allowed to be a slave state because of the missouri compromise which prohibited slavery in all the sates to be formed from the Louisiana Purchase
