Bad might be one way to interpret it.
The Spartans were one of the most warlike civilizations in history. Military service was absolutely mandatory and intense. Training started at 7 and service only ended after the soldier was no longer able to fight. Sparta often flexed it's military muscle and dominated Greece for a long while (though it never had the naval might to face up to Athens)
Just depends on what your definition of "bad" is.

The Spartans were pure militants from birth to death. The Spartans "games" all took place in the nude.

The Spartans were not bad, they were different. They lived a more severe, militaristic life than their Greek counterparts and whilst they were successful soldiers they contributed nothing to art, literature or politics.

Well, they practiced infanticide, that's what most people who think they were bad bring up.
It was mostly of children born handicapped or deformed, and this was in a culture where there were no services available to help the disabled.
But, compared to other cultures of the time, and viewed through the appropriate lens, they weren't particularly bad.
