A "private" citizen is one with no identification links with the (any) government. A REAL private citizen would have been born to a family that refused the mandatory issuance of a Social Security (or whatever) number (National I.D.). Then by the time this person was old enough to leave the shelter of the family was, by education, totally self sufficient and could live totally outside the government structure and "society". With this knowledge and these abilities, this person would then not be, could not be controlled by the government, or society. This is in fact freedom, and renders one a "private" citizen.

Everyone starts out as a private citizen but if you work hard you get promoted to corporal citizen. Maybe some day you can work your way all the way up to general citizen.
