the bank made a mistake on your printed checks. the bank charged you and was not to suppose to

Just state the facts. You are trying to get them to understand, so just tell them what happened and to please refund the money.

You probably won't need to write a letter.
Instead, bring the incorrectly-printed checks into the nearest branch of your Bank, and ask to speak with one of the managers. Explain briefly what's happened ("Someone made an error on this new batch of printed checks") and show them to the manager. I bet you will get an immediate apology, and the manager will see to it that you get a new and correct supply of checks.
I know all about this, because it also happened to me a few months ago, and this is how I was able to deal with it--successfully!
