Parliamentary but only if it is combination with a Direct Democracy much like Switzerland has. The reason is because this structure gives enormous amount of power to the ppl. IE, say we had this structure today where 70% want Bush gone. We the ppl could petition the govt by having X # of signature votes and force a vote on it.

Parliamentary system is the best form of government because there is only one legislature who elects the Prime Minister as the head of state. The system is simple without the long delays in lawmaking process unlike in the presidential form where there is a bicameral legisture consisting of the Senate and the Hosue of Representatives. Most of the developed countries have parliamentary form of government like UK, Singapore, Canada, Australia and others which is the reason that it is the best form of government.

the best form of government depends on the culture of the country being governed and of course the ones governing it - it is not really about the form of government but on what form best fits the country.
