A journal or organizer is always a great gift for that age. You can get one from all price ranges. Spend $5 at like RiteAid or something or you can go to the office supply and spend even more.
A photo album is great too, if she has a digi camera or takes a lot of pictures, you could get the album and a $10 or $15 gift card to a place that processes pictures.

A bank account with a savings passbook. Or some investment which cannot be withdrawn without penalty until her 21st birthday, when she can then use it for college or for a long road trip, cruise, or other expense.

Makeup, clothes, dvds, shoes, flipflops, perfume, accesories, but be original. I am young too and I got a lava lamp for my birthday and I thought it was really cool! Haha.

Clothing, earrings or jewelry. What are her interests? Journals are always fun if she likes writing, if she's in love with a certain actor, get her one of his movies. Get her something she'll appreciate and not want to return.
