The problem is more defining what is the mid-west. For people who grew up in the midwest, it is usually considered to consist of Ohio, Michigan, Indiana, Illinois, Wisconsin, Minnesota, Iowa, sometimes Missouri, Nebraska and Kansas and sometimes the Dakotas.
The West is easier as it is the west coast states and those touching them and maybe the next row, so Washington, Oregon, California, Nevada, Idaho, Montana, Wyoming, Utah, Colorado.
That leaves a bit of a lurch because if Nebraska and Kansas both grain raising states are not midwest what are they and if Texas is a western state (in most minds) what about New Mexico and Arizona? Part of the problem is that the west of the Cowboys was a long time ago Cattle drives, etc. Texas, Oklahoma, Colorado, Kansas were cattle states.
So usually Oklahoma and points S&W are Southwestern states (largely dry) OK, TX, NM, AZ, while the states above them are Plains states KS, NB, CO, WY, MT, SD, ND and the states to the east are the Midwest. Missouri, because of the civil war, and states east and south of it are Southern.
