According to MLB rules the batter can switch sides as long as the pitcher has not come set or in the middle of his wind-up. Check out rule 6.06(b) on mlb.com it doesnt say anything about specific counts just that you cannot do once the pitcher is set.

Bob T. is wrong.
You are allowed to switch sides of the plate between different at-bats, but once you decide on one side of the plate and a pitch is thrown during that at-bat, you're stuck there for the rest of the time that you are batting.

No, he must finish the at-bat from the side of the plate in which he started it from.

Yes, the batter can switch sides, regardless of the count, as long as he doesn't do it when the pitcher is in position and ready to pitch. In that case, he would be declared out.
