The prevailing winds in the Northern Hemisphere are from west to east. Not always, but generally. The West Coast gets wind coming right off the ocean, while the East Coast gets wind coming from the rest of the US. The ocean is like a big heat sink, with a lot of 'heat inertia', so it tends to be very close to the same temperature all year 'round, regardless of weather and air temperature. So the west coast tends to have very even climate all year. LA is on the edge of an enormous desert, covering most of the Southwestern US and northern Mexico. Conditions are very dry. So you don't get a lot of humidity in the air. So when the temperature rises it's not as unpleasant. Luckily it hardly ever rises above the mid 80s anyway. LA could never have grown as big as it is without its water supply growing also, and now it gets water from as far as several states away. It's nice not to have to deal with snow, and being able to count on dry, sunny weather all Summer long. But I find it a little dull. When I lived in the Midwest, every so often there would be a 'perfect day' when the weather was just perfect. It was like a great event, it just made you happy to be alive. Everyone would smile all day, and people would even call in sick to work so as not to waste the perfect day. In LA you have about 250 days a year like that, and people don't really appreciate them, because tomorrow will be just the same.

I'm not exactly sure what you mean by "current surface map" but if you go to www.accuweather.com they have whole US maps in the form of satellite, infrared, radar, and so on.
Just go to the maps tab on the webpage and I think you'll be able to find what you need.
