Put on bright colored eyeliner and bright eye shadow such as pink, purple, blue, green, and red. Remember to use thick, black eyeliner. The makeup can be plain black, depending on how scene you would like to be.

You could go to http://specktra.net/forumdisplay.php?f=280 and it has many members who have written eyeshadow tutorials [among other tutorials] and some of them can be quite scenester. But, basically, you can't go wrong with bright, neon eyeshadows and/or eyeliners.
