In the United States, the Congress passed a law signed by the president that changed Daylight Savings Time so that it begins on the second Sunday in March and ends on the first Sunday in November. The states are not required to observe Daylight Savings Time (Hawaii and Arizona do not), but if they do, they must begin and end it on those dates. It's different in many countries, and many countries do not have Daylight Savings Time.
