Yes it is legal. He is charging for copying your records. The originals stay at his office but he charges you to make copies to give to you or your new doc. Hope that clarifies things.

Yes. They charge a fee for the copying and preparation of the records to cover their cost of materials and the people who actually do the work.

I don't think they actually charge for the records themselves. They charge for the time and expense of making the copies. I've always seen it as a per page charge.

Yes, the doctor can cgarge you for making copies, but only the "standard rate"...meaning he/she can't charge you $100/copy.
