What does the future look like for Malibu? Will the city be a lot more developed in the years to come? Does the county have any plans to improve the roads and make the land more stable to prevent future land slides?

Yes, I've been there before. The local gov. does not want further development of commercial districts. Or additional infrastructure. But they will still allow for more mansions to be built.

Malibu has struggled for many years, and has lacked a central identity point. (unlike State Street in Santa Barbara, or the pier in Santa Monica)

Money is being put into the city every year, but I think this problem will continue to exist.

Road improvements are underway.

Building codes and fire codes should help with future landslides.
