i'm trying to move into a new apt, but they can't verify my rental history because the apt i previously lived in was bought out by someone else and they claim their records only go back to '05 and i moved out dec 31 '04. isn't a law that businesses keep records for 5 years?

well, if the business was sold, then the new owners records started when they bought the business. now, what you need to do is to go to your local courthouse and the former owner will be on record in old documents of the land. then you just have to find the owner's current number. as for the law of how long they must keep records-- i have no idea if it is a business that is no longer in existence or if it was technically considered a business. if someone owns one place and rents it, they are not considered owners of their own business. when they make it their lively hood to rent multiple properties-- that is when it is more like a business. however, you might find someone who has not kept records when they were supposed to and then someone who has kept records when they did not need to. so, if you do your homework, hopefully you will be in luck!
