Probably for the same reason that:
we fill in a form by filling it out
a house can burn up and burn down at the same time
you start a watch by winding it up, but you end a speech by winding it up.
when you send something by truck it's shipping, but when you send something by truck, it's cargo.
English is a mongrel of a language - it has all sorts of bits and pieces and rules and exceptions and more words than most other languages. When you have that many pieces to work with you will occasionally get contradictions like these.
