Personally, I love winter and snow, so I would probably say Blizzard Beach. But, one of the reasons I like Blizzard Beach is because of Summit Plummit, that is a blast, I highly recommend it.
I like Typhoon Lagoon though because of Shark Reef and Storm Slide.
Really, all the rides/attractions/ or whatever you prefer to call them are a ton of fun, you could spend a day at each. So, I think they are both worth visiting, it just depends which one offers the most for you, that is why I would look over what each has to offer and see which one interests you the most.
Not sure if you will have a park pass for Disney, but if you do, you should consider adding on the water park and more option. It is less than $60 to add onto the ticket, so it saves you money after only two visits. That way, you could visit both water parks, Disney Quest, Pleasure Island and Wide World of Sports. So, if you plan to go to any of these places and you have a park pass, you would save money. Depending on the length of your tickets, you will get more of the plus visit.
If it were me, I would probably choose Blizzard Beach, but I don't think you can go wrong with either one. And look at it this way, you can go to the other one the next time you visit ;-)

Typhoon Lagoon is better for kids. It is mostly tube rides, which are awesome and has a great lazy river. There are also a few family raft rides. You can swim "with" the sharks (they're behind plexiglass, but it is still cool.) And there is a great wave pool.
Blizzard Beach is mostly for teens. There are a lot of high speed body slides and thrills. And the Crush N Gusher, which is the coolest (It is a water roller coaster, meaning it goes up as well as down).
Typhoon Lagoon is beach themed, like the name implies.
The story behind Blizzard Beach is that one day this freak blizzard hit Orlando, and they built this ski resort, only when the snow melted and now it's a water park. Disney can tell it better, but that's basically it. And yes, it does look like a ski resort. It's really cool.
Either way you go, you will have a blast.

Are those really your only choices? I prefer Blizzard Beach then.. but if you can go outside of Disney.. Wet n' Wild would be a great water park to go to. They have lots more water slides than the Disney waterparks. The admission is cheaper too!

I like Its a Small World ride, I got stuck on it cause it was new when I rode it, I heard that song 245 times, I counted after a while.
Any water park is fun, just enjoy the moments that are and the people that you are sharing the moments with.
I can still hear that silly song every time I see or hear Disneyworld. But I had FUN cause my family was with me.

BLIZZARD BEACH IS TONS OF FUN I GO THERE ALL THE TIME AND ITS VERII PRETTII THEY HAVE LOTS OF FUN RIDES FOR ALL AGES SO I WOULD HAVE TO RECOMEND BLIZZARD BEACH =]
