Almost anything will conduct electricity, although the amount of charge conducted will vary depending on the resistance of the material. There are some semiconductors called MOSFETs (metal oxide semiconductor field effect transistors) that have an impedence approaching infinity, but other than that, all materials will conduct electricity. I am sorry but I am not "a electrical technician", whatever that is. Also, the correct spelling of the contraction of "you are" is "you're", not "your".
