What kind of software or equipment is best, what specs for a monitor would be best for casual tv watching (not looking for top of the line just reasonably clear) and would i need to get a nice video card?

all you need is a TV tuner. From my own experience, i could tell you, that .......

yes you could make your computer your tv. you could hook up ur Digtal Cable or Antenna and watch tv on it as well as record your favorite shows and pause live TV. Just from my own experience, lemme tell if you buy a TV tuner, neva even think abt ATI TV wonder lines, they're not as good as ATI Graphic Card lines. Instead get a Happagauge WinTV, the best TV tuner out there, and comes with what all you need.
Choose the one thats on ur budget, and as you pay, you might get an Remote as well that will work with your Tv tuner, my tv tuner has FM tuner as well, and my pc is a Windows XP MEDIA CENTER EDITION, that takes advantage of all the TV and Radio features,which really rocks. If u want that kinda multimedia solution, look nowhere other than WinTV.

All you need to do is go to any computer store and purchase a digital TV tuner. No need for expensive video cards ETC

You need TV Card(Tuner) and the software and maybe a good arial coz i use the one i got with my and its reali crap but i got a old tv one it works great =)
