it means most of the things other correspondents have suggested. Generally rather OTT behaviour with lots of handflapping and silly voices. The ability to turn camp on and off at the merest tingle of a possible fellow gay was essential if you were ever to figure on someone's gaydar back in the old repressive days before hanky codes.
The word camp itself comes from a sort of semi-theatrical slang spoken in and around Picadilly circus in the fifties and sixties. There was a famous gay pub on Picadilly called "The White Bear" which might have been the epicentre.

it means in a effeminate or feminine way. it does not mean that all guys who act and/or sound camp are gay. or in another way, camp is a type of expression of feminine-like traits
