What does the author’s physical description of the town of Maycomb tell you about the people who live there? Notice especially the description of the town in Chapter 1. Doesn’t the insistence that Maycomb is a lazy town where nothing ever happens make you feel that something very ominous is going to occur before long? How can this be?

This is the question I am still a bit confused on the question. Can any one help?

It's called creating an air of suspense - film (movie) makers do this all the time.

Take the phrase: "It was just another June morning....."

Within pages it will ultimately prove to be otherwise!

This is an easy question because it's so clumsily written. All that the questioner is wanting you to do is to spontaneously come up with their own interpretation, i.e. that the opening paragraphs of the town create a false impression of a quiet town with purpose so as to accentuate the later events of the book by means of dramatic contrast.

Use that interpretation as the last paragraph in your essay and then write up the rest of it like this: First quote repeatedly from the novel the blandest physical descriptors you can find. After that, point out that the subject matter of the novel is actually very emotional and hard for anyone to deal with. After that, suggest that the environment which is created in the opening chapters suggest a people who would find what ensues especially difficult to deal with. Finally, state that because we are first introduced to the town, we are encouraged to identify with the townspeople first, thus allowing the drama of the book to have full effect on ourselves.

The Author is using a type of foreshadowing. By driving home the point that nothing EVER happens in this sleepy town, you are greeted with a sense of unease because you can now sense something IS going to happen.

The question you have been given wants you to discuss this concept, and why it works. And maybe give some other examples in the book of writing techniques that the author uses.

OMG, I'm on the same thing!! To Kill a Mockingbird.!!! anyway, er the part about how can this be, that's called foreshadowing or basically having a prediction about what's going to happen. (you may want to put that into smarter terms) (just a suggestion)
