I once knew a woman named Betty, she was blind and she said that if the dog is working then it is not acceptable to pet the dog. Sometimes I would see her and her dog out w/o the harness on and she just loved to be petted and have the ball thrown about.

Guide dog not guild dog. I don't think it's okay to pat a guide dog when the harness is on.

No you should not pat a guide dog while he's working.

A guild dog is a different matter.

No, you should never touch a special needs dog when in service....

If you mean service dog, then no, never. They have a job to do and petting or feeding is not appreciated.
