The cheapest flights are in the winter but for a first time visitor it would be better to go in the early spring or late fall when fares are usually only a bit more expensive.
Yours costs per person will be higher if you travel solo. The best thing is to travel with someone. A single room in my favorite hotel costs 66 euros a night but a double is only 85 euros which brings the per person cost down to 42.50 euros a night. You will find that you almost always pay a considerable hotel premium for being a solo traveller.
After airfare and hotel you next biggest expense is for food. Eating in France is one of the big reasons for being there. Don't cheat yourself of this experience but don't think you have to eat in famous (and very expensive) places.
Many hotels include a breakfast for free (if they charge pass it up...it's almost always a bad deal). That will usually be just coffee and bread. Resist any temptation to have a big American or British style breakfast. They are expensive since only tourists eat such things.
For sitdown meals just pick any local cafe or bistrot (avoiding anyplace that makes a point of welcoming tourists or proclaims that "English Spoken Here"). Look for the chalkboard with the specials of the day. Its almost always a good value.
In restaurants remember that the English word "menu" is "carte" in French. When the French say "menu" (or "Formula") they are talking about a special deal, usally good value, with limited selections.
Street stands are often a good choice. Gyros, crepes, and sandwichs are all offered for very reasonable prices, especially in areas with heavy student populations like the 5th and 6th arrondissments.
Your entertainment costs will have a lot to do with how you like to spend your time. Personally, I tend to spend my time cafe sitting or hanging out at places like Aux Trois Mailletz (56 rue Galand) where I have a glass or two of wine and sing a few tunes with the piano player.
Summary? You can easily keep your costs down to 125-150 euros a day and still live very comfortably.

Well that's a pretty broad question.
To fly, it depends where from and in particular which airport in the country of origin as the airlines differ widely.
High season is July/August - Easter
Low Season is when it's cold - November , January , February
For accommodation budgeting use this directory which allows you to select a place and sort by price, star rating , last minute and all year. If you dig deep into the results you may find special offers such as meals and facilities - usually breakfast amongst the last minute deals.

Hello from Paris !
If you go to Paris, you can find good hotels for 70 -100 euros per day, for a single person. There are also very cheap hotels, but according to me you should choose a good hotel, clean and not far from Paris ( for example, you can go to Ibis, Kyriad, Best Western, which are big companies, and they have hotels everywhere in France)
For lunchs and dinner, you can eat at the hotel's restaurant, but I give you the advice to eat sometimes in other places, then you don't lose your precious time. ( in Paris there are at least 100 Mac Donalds)
You can then put apart, per day
- the hotel money ( up to 100 euros, or up to $130)
- the meals, drinks, coffes money ( up to 50 euros, or up to $65)
- other expenses for entertainment, museum,Disneyland Paris,Eiffel Tower, Notre-Dame,Taxis, metro ( subway),shopping ( up to 50 euros, or up to $85)
Then a day in Paris can coast up to 200 euros per day ( $260), if you want to really enjoy the city and the great places.
For 7 days = 1400 euros ( $1820)
Of course, I give you just an AVERAGE price, because I don't know how much you want to spend...It can be less than 1000 euros ( or even cheaper, if you prefer bad hotels), and it can also be crazy prices too ( if you choose the same hotels where Tom Cruise or Beyoncé go to ...)
There are some companies here which can make you visit the town in big red buses (ceilingless ! ), or in a boat on the Seine river...
Concerning the flight, maybe it's the same price that we have to pay to go from France to USA, I don't know...
For a Paris-New York- Paris, it coast aproximately 600 euros. Is it the same price on the other direction ?
Paris is very expensive, I suppose it's like american big cities...

Flights from the US to France are cheapest in the winter, excluding dates surrounding holidays. If you qualify to stay in a youth hostel you can dramatically reduce your expense. If not, there are budget hotels, but still plan on spending a minimum of 150 euros per day , and probably much more.
