If we were living on a planetoid inside a quark, inside an atom would the properties of space-time be relative

No. As you go to smaller and smaller scales the uniformity we see in the Universe vanishes. If we were shrunk down, we would be on the same scale as the quantum "foam" that makes up the Universe and we'd see virtual objects popping in and out of existence. It would be a very different environment from the one we see.
