I'm from Mexico, my english is very bad, end I can´t out of my country
Is true that only can to learn in United States or England?
Give me good options, please ( I´m not sure of that these good written)

As a South Asian, I did have the same problem some time ago. I tried reading Reader's Digest, Time and English newspapers. I can help you understand what difficulties a non-native speakers face. Usually non-native speakers have a tendency to construct sentences that follow native language grammar rules. We also tend to think in our native language and attempt to replace each native language word with it equivalent English word, thereby introducing some sort of colloquialism that may be perfectly fine in the native language, but sounds horribly out-of-sorts in English.
If you are a student learning English you will soon grasp this language by taking English classes. But if you are an adult, books that help you do Spanish to English sentence conversion will expedite the learning process. Try watching American movies with Spanish subtitles or vice versa. This will familiarise you to colloquial and native speaking styles. Read books. Watch American teleserials etc...

Hang around with English speakers, if possible. If you can get a video in English or have TV programs in English, watch them. I know a physician in Central America who taught himself English while living in Korea and watching American TV shows. If you really want to learn, you will.

I would suggest that you look on Ebay.

There are MANY GREAT English language books, programs, CDs, every kind of program for learning English.

And it's easy and inexpensive to buy on Ebay.

Just type in LEARN ENGLISH.

Ok.. Don't laugh..
I know two adults who have successfully taught themselves English from watching Sesame Street. Put the sound and the subtitles on.. It’s prob. also the cheapest way of learning.

Ok, so no habla el Ingles muy bien eh?...hay un programa en el internet que lo baja a su computadora y le ensena un monton de palabras sencillas...asi aprendi a hablar Portuges...o tambien metase al internet y busque un lugar cercano a su casa donde esten ensenando Ingles...hay lugares como en ciertas escuelas....buena suerte!

Rosetta Stone. It is a software program. It is so easy to use & you don't have to have any skills in the language to get started at it. It is a little pricey, though.
