Wolverine it sounds like, but Sabretooth had claws. In X2 however Lady Deathstrike and she and claws that extended from the ends of her fingernails. She was played by Kelly Hu.

Either you're thinking of Freddy Krueger from the "Nightmare on Elm Street" movies (but only his right hand has the retractable blades, and his face has burn marks, not facial hair) of Edward Scissorhands from the movie of the same name who has giant scissors in place of hands as well as wavy, near-shoulder length hair.

It sounds like Wolverine (Hugh Jackman) from X-Men, but rather than fingernails, he has metal claws that come out from between his fingers.
