the president is the Chief of state. Head of state or chief of state is the generic term for the individual or collective office that serves as the chief public representative of a monarchic or republican nation-state, federation, commonwealth or any other political state. The head of state does all of the ceremonial things. He is a symbol of the country. In England the Queen is the head of state.

The head of government actually runs things. In England the Prime Minister is the head of government.

In the U.S. the President is both head of state and head of government.
