Most fish don't but some are able to, the first to pop up into mind for me are the knife fish (ex black ghost knife fish, clown knife etc.), and similar "electric" fish. They don't have the typical body shape and are able to swim backwards as is clear on the video : http://www.youtube.com/watch?v=VR_tVWgn79Y
or http://www.youtube.com/watch?v=l58EvRq0-QE&mode=related&search= . They usually swim forward but are just as able to swim backwards, Kinda neat.

No, if it was suicidal, and tried really really hard maybe. Cause if it swam backwards water wouldn't get in its gills, no water means no oxygen so it would suffocate.
But it's impossible for a fish to swim backwards
