It is a matter of belief. Some believe that it is controlled by the environment, and some believe that it is innate. Some believe that it is both. What do you think?

Not all on earth are emotional. And not all emotions are physiological. It's your mind that makes you act emotionally at times and your mind controls your thoughts. They are inter related but the ultimate controller is your mind. You can say that due to change in thoughts your physiology changes. Your brain commands and the rest just follow it. It was your though that you felt fear in your heart and imagined a normal state it is psychology not physiology. And i agree with your conclusion that it is indeed a good combination " making physio and psycho work together'. But psychology is more effective than physiology. In is not possible to control your emotions all the time at times things might slip away from your hand without your notice. It depends on your sensitivity levels and your acceptance. According to me emotions are purely psychological factors. A person of good health can be sad too, the physiological changes are just the reactions. As an example if some one offended you its your mind that intimates you that are being offended and it instructs you on your next action if you were soft hearted you might be crying, or simply listening to him. If you were someone who can't take offence you simply would have returned his offence with a slap or a sound argument. Here its your psycho thats acts first. The physiological changes are the secondary actions.

Consider a person with abnormal physiology, blindness, lack of pain sense, deafness, etc.
Each of these conditions may require that a different learning regimen be used for various concepts.
A person who is blind may not run in an unknown area, a learned behavior based on physiology.
The person without a pain sense may be conditioned to be careful about the temperature of object, or may be extra health conscious to avoid the advancement of otherwise painful diseases.
A deaf person may be more aware of motion around his area, such as getting ready to cross a street.

For a typical person, how would you learn about picking up a piece of paper without the depth perception of binocular vision.
